Quick Overview of MassHealth

Medicaid in Massachusetts, known as MassHealth, is a comprehensive public health insurance program designed to provide health care coverage to eligible low- and moderate-income residents of the state. The program is available to various groups, including children, pregnant women, parents, seniors, and individuals with disabilities.

In addition to standard Medicaid services, Massachusetts has implemented several waivers and state-specific programs to expand coverage, improve care coordination, and address the unique health needs of its population. MassHealth eligiblity rules

Medicaid eligibility in Massachusetts, under the MassHealth program, is determined by various factors, including income, age, family size, and specific health needs. The eligibility levels are often expressed as a percentage of the Federal Poverty Level (FPL), which varies annually. Here are the specific eligibility requirements for different groups based on the FPL:

Children and Adolescents

  • Children up to age 1 qualify with household incomes up to 200% of the FPL.
  • Children aged 1-18 qualify with household incomes up to 150% of the FPL.

Pregnant Women

Pregnant women qualify with household incomes up to 200% of the FPL. Coverage includes pregnancy-related services and continues through the postpartum period.

Parents/Caretaker Relatives

Parents and caretaker relatives living with children under 19 qualify with household incomes up to 133% of the FPL.

Adults without Dependent Children

Non-disabled adults ages 19-64 without dependent children qualify with household incomes up to 138% of the FPL.

Seniors and Individuals with Disabilities

Seniors (ages 65 and older) and individuals with disabilities may qualify under more specific criteria, often related to income, assets, and the need for long-term care services. The income limits can vary widely, with particular programs allowing for higher income levels if medical expenses are sufficiently high.

Long-Term Care Services

Individuals needing long-term care services may qualify under particular criteria considering income and assets, with income limits typically set at 300% of the Social Security Income (SSI) rate.

MassHealth also provides coverage through the Children's Health Insurance Program (CHIP) for children above the regular Medicaid income limits, extending eligibility to children in families with higher incomes (up to 300% of the FPL in some cases).

It's important to note that Massachusetts may have additional programs and waivers that adjust these income limits or provide specific services to certain populations. The state also periodically reviews and adjusts eligibility criteria to align with FPL and state health care policy changes.
