Age and residency requirements

The program is designed to assist individuals 60 years and older who reside in New York State. The New York Expanded EISEP Program provides support and services to help them lead independent and fulfilling lives. Health and disability requirements

The New York Expanded In-Home Services for the Elderly Program (EISEP) targets a specific population of seniors. While it offers a helping hand, eligibility hinges on a set of health and disability requirements:

  1. Activities of Daily Living (ADLs) and Instrumental Activities of Daily Living (IADLs):  Applicants must need assistance with some basic tasks. ADLs encompass essential functions like bathing, dressing, eating, toileting, and transferring (getting in and out of bed or a chair). IADLs involve more complex activities like managing finances, preparing meals, taking medications, and using transportation.
  2. Functional needs vs. Nursing home-level care:  While EISEP offers support, it's not designed for individuals with very high needs.  The program assesses the level of care needed. If the senior's condition is so severe that the cost of in-home care would exceed that of a nursing home, they might not qualify.
  3. Independent living:  EISEP aims to keep seniors independent in their homes or community settings, not in institutions. This means they must be able to live safely at home with some level of assistance from the program's services.

EISEP caters to older adults who need help with daily tasks but can still live at home with the program's support. It's not designed for those requiring extensive, round-the-clock care or with severe conditions that make a nursing home placement more cost-effective.

Financial requirements

While there are no strict income limits, applicants must share the cost of services on a sliding scale based on their income level. Those above the maximum income threshold receive no financial assistance.

How do family caregivers get paid with the New York Expanded EISEP Program?

In some counties, family members may be able to receive payment for providing approved caregiving services through EISEP's Consumer Directed In-Home Services option. This allows care recipients to hire and manage their care providers.
