The Iowa Home and Community-Based Services (HCBS) Elderly Waiver, authorized under §1915(c) of the Social Security Act, assists Medicaid beneficiaries in living within their communities and avoiding institutionalization. Eligibility Requirements

The Iowa Medicaid Enterprise’s Medical Services Unit is responsible for conducting initial level of care assessments for all applicants and reevaluations for fee-for-service members. Managed Care Organizations (MCOs) conduct reevaluations for their members, with the Iowa Medicaid Enterprise having the final review and approval authority for all reassessments indicating a change in the level of care. This waiver does not have a waitlist, ensuring that all eligible applicants can enroll.
